The incumbent is responsible for supporting and ensuring the safe, compliant, and efficient conduct of flight operations by preparing critical operational documents, conducting risk assessments, coordinating with internal and external stakeholders, and managing safety-related systems. Key responsibilities include:
1. Flight Operations BriefingPrepare comprehensive Flight Operations Briefs for pilots and dispatchers that detail changes in procedures, highlight potential operational hazards, and recommend mitigation strategies to ensure informed decision-making and flight safety. This includes analysis of weather, NOTAMs, regulatory updates, and operational procedures prior to each flight.
2. Airport Feasibility AssessmentsConduct assessments of airports for new or modified operations, evaluating operational suitability, infrastructure adequacy, regulatory constraints, and safety considerations to support route planning and operational planning.
3. Safety Risk Assessment & Operational MitigationPrepare Safety Risk Assessment (SRA) documents and Operation Manual – Part C (OMC) to systematically identify, evaluate, and mitigate operational risks associated with flight activities. This ensures all identified risks are documented and properly mitigations are defined.
4. Hazard Register ManagementMaintain and regularly update the Hazard Register to ensure safety compliance and readiness for internal and external audits. This includes tracking all hazards, linking them to risk assessments, and ensuring mitigation actions are implemented and closed out.
5. Periodic Risk ReviewsPerform periodic reviews of Potential Hazards identified in SRAs, evaluate the effectiveness of mitigation actions, and ensure closure of action items. Monitor trends and update risk control measures accordingly.
6. Follow-Up Actions on Flight ReportsTrack and action follow-ups on Commander Trip Reports (Flight Reports), ensure feedback is incorporated into operational practices, and coordinate corrective/preventive actions as needed to improve safety performance.
7. Planning Analyses Using AUP & CDRIdentify flights that are suitable for planning on Conditional Routes (CDR) based on the latest Airspace Use Plan (AUP). This supports optimized routing, efficient fuel usage, and compliance with airspace constraints.
8. Cross-Functional Aviation CoordinationAttend and contribute to various aviation-related meetings — including with Air Traffic Control (ATC), internal safety committees, Flight Operations Planning Committees (FOPC), and Regional Operations Control (ROC) to support coordinated decision-making and to foster a strong safety culture.
9. Preparation of IGO ChartsPrepare IGO charts. These charts ensure operational teams have accurate, up-to-date aeronautical information for planning and safety compliance.
