Position Summary
Develop and Implement HR strategies and initiatives for responsible organization, and responsible HR processes. Ensure organization focuses are in line with division direction, and engage both leaders and employees effectively to drive organization agenda. Partner with and support key leaders & managers under responsible organizations to develop talent development strategy and support them to develop highly engaged organization. This position is also expected to take division wide key initiatives & HR processes working with Division HR Manager.

This position will report to Division HR manager. Key scope as HRBP are Sales & Marketing, Osaka HQ and Supply Chain incl. CX. This will also take division wide responsibility for ER/LR (Union Management, Policy/Compliance management), Engagement, Internal Communication, and Employment management incl. temporary staff agency and service contract. Position location is Osaka HQ.
Responsibilities
- Act as the strategic business partner between Line Management and the HR function.
- Lead in the promotion of Parker culture and values.
- Facilitate communication between and with various constituencies-relevant labor bureau and other official organizations and ensure compliance with corporate policies and local laws and regulations.
- Provide advice to senior management on all HR related issues as well as contribution to the development of related business unites’ business plans and HR policies.
- Ensure effective communication of strategy, policy, procedures and regulations to all employees.
- Ensure the Parker Code of Conducts are observed and followed by all employees.
- Develop annual workforce plan and reflect them into recruitment plan to ensure right skill set and attitude employees are hired within a certain timeline partnering with TA contact and Hiring Managers. Ensure critical talents are developed and retained for internal talent management pool.
- Monitor closely with appraisal procedure and career plan.
- Assist in assessing needs, designing, developing, implementing, and evaluating developing initiatives; ensure development methods and solution is directly related to business goals.
- Drive and manage the quarterly and annually performance assessment, talent review and succession planning process.
- Understands and embrace Lean culture and utilizes lean practices and tools.

- Analyze multiple data source, both qualitative and quantitative to propose HR initiatives to drive high Engagement of organizations
- Effectively manage and keep positive relationship with Labor Union to drive organization culture change
- Proactively manage HR related policies to ensure compliance, promoting high performance culture, and driving culture of One Parker.
- Develop strategy for different workforce and execute it to drive business growth and higher compliance in addition to managing day to day operation of 3rd party
Qualifications
Qualifications
- University degree is required, preferably in Human Resources Management
- Minimum 7 - 10 years of HRM experience, preferably in non Japanese companies with either manufacturing or labor intense business where individual needed to manage approx.300 employees. If individual worked for only Japanese companies, preferred to having overseas experiences.
- People Management experience is required, preferably 3+.
- Good command of English and Japanese
- Demonstrated good communication skills and influence skill for diverse group of people from Senior management to all employees incl. shopfloor people (or equivalent)
- Have at least 1 strong expertise area as HR COE (TA, LD, TR, ER/LR, HRSS), and have experienced other areas 1 or 2.
- Led Organization Change project or Process change which impacted larger organizations (300+ with multiple leaders)
- Possess high level of integrity and positive work attitude
- Possess ability to work effectively with others in a team environment, both locally and virtually with global setting
- Willingness to try and challenge new areas even if individual does not have experience
- Be open minded to different cultures from their own
- Have a clear aspiration to aim to lead HR organization
