The International Procurement Team has a great opportunity for an experienced Procurement Professional/Subcontract Manager in a role where you will have the opportunity to be part of the sourcing and acquisition of materials and services, manage supplier performance and the entire purchase order life cycle (requirements including supplier development, requirement solicitations, Purchase Order award, post-award management, and closeout activities) for DoD, FMS, and DCS customers within the procurement team. You will manage several supplier relationships necessary to support various programs for the factory material needs.
In this role, you’ll support Poland Patriot/LTAMDS Programs in their mission to deliver a modernized, mission assured, air and missile defense capability to Poland through improvements in performance, relationships, and solutions. In short, you’ll be a key driver in expanding dominance in Poland’s air and missile defense as a Global Capabilities Integrator and trusted thought leader for key decision makers. More specifically, as the Poland Subcontract Manager, you’ll support the Poland Patriot/LTAMDS In-Country Integrated Product Team (IPT) and will interact with Polish industry partners regarding day-to-day OCONUS activity. As a highly visible driver of subcontracts, you’ll be responsible for managing multiple major subcontracts simultaneously, including providing the formal communications and contractual direction required through the life of these subcontracts and closing them out upon completion.
This position will be located in Warsaw, Poland and up to a two-year MOU with additional compensation emoluments. You are managing and developing Raytheon’s Polish subcontractors located in Poland. Travel within Poland is required upwards of 30 or as required to support suppliers production schedules and an understanding that on-site presence at the suppliers is required per supplier and program need (potentially 5 days/week). This position will interface with suppliers in Poland.
What You Will Do:
- Collaborate with non-US-based suppliers while enhancing your skills and resume through exposure to diverse international business cultures.
- Preparation and issuance of RFP’s
- Place purchase orders of medium to high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).
- Support negotiation strategies and conduct formal negotiations (Price, Delivery, scope, Terms & Conditions). Process changes and close-out activities, maintaining all required subcontracts records. Managing and reporting on the subcontract performance to the Global Supply chain Cross Business Team (CBT) and within the Program/IPT team.
- Reviewing and leading the evaluation of Subcontractor proposals including performance of price and cost analysis techniques in support of proposals.
- Work closely with the Program, Subcontract Program Manager and other functional groups (Operations, Quality, Engineering, Program Management, etc.) in a Hardware Management Team (HMT) construct to achieve objectives
- Ensuring effective application of program management tools in the development of subcontractor requirements, for example, EVMS, IPDS, and Risk /Opportunity Management, CORE (Process improvement)
- Maintain POs to ensure accurate and timely supplier delivery information
- Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements.
- Coordinating with Import Export on ITAR and other related topics as needed.
- Lead supplier management/HMTs as needed
- Monthly intra Poland travel and occasional travel to the US
Qualifications you Must Have:
- Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years’ experience. Relevant experience includes Procurement, Subcontracts, Contracts, Supply Chain and/or Supplier Management Experience with executing procurement orders/subcontracts including in depth working knowledge of FAR and DFAR
- Experience in performing cost analysis and negotiation of major subcontracts
- Experience working across program lifecycles
- Experience executing international subcontracts
- Experience working in the SAP based environment
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Knowledge and experience with Government regulations and Public Laws as they pertain to procurements International direct, commercial and/or foreign military sales experience
- Experience working across program lifecycles Experience with international subcontracts
- Experience with financial analysis and reporting including EAC’s and awareness of EVMS principles Business Results driven and able to work independently
- Effective communication skills, including demonstrated presentation and organizational skills with strong verbal and written communication, interpersonal, and organizational skills.
- Demonstrated leadership skills and a strong team player, proven problem solver.
- Experience with technical requirements of procured hardware and service – including Statement of Work (SOW) review
- Ability to work independently with little Supply Chain leadership oversight
- DoD (DoW) procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS) – ability to place POs over TINA dollar threshold ($2.5M)
- Knowledge of Federal Acquisition Regulations (FAR/DFARS)
- Experience negotiating RTX (hRTN) terms and conditions
- Ability to analyze Cost and Pricing data and determine proposal compliance (FAR 15.4)
- Ability to identify issues and drive solutions
- Demonstrated ability to independently analyze and resolve complex problems.
- Proficient in MSOffice products (MSWord, Excel, Project, Power point) International business experience.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
