Incumbent will serve as an Operations Manager at the Kenai Flight Service Station, Kenai, Alaska.

Duties Help

Serves as an Operations Manager (OM), responsible for establishing policies and procedures which apply to day-to-day operations and maintains a keen awareness of the overall operational effectiveness. Provides first-line supervision to assigned Front Line Managers and second-line supervision to FSS Air Traffic Control Specialists. Provides training, coaching, and guidance to subordinates and facilitates team building throughout their areas of responsibility. Reviews work processes to assure that results meet the agencys mission and the customers needs. Serves as a member of the management team to ensure organizational performance meets agency goals.

Work includes a mixture of routine and complex project/program tasks. Managerial duties include planning, communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions, as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources management, and other administrative policies and procedures, and an advanced understanding of the organizations objectives.

Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers. May have frequent contact with customers, other government other government entities, and other external parties. Has authority to make commitments for organizational unit, within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual and organizational performance is reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.

Performs other duties as assigned.

  • Position is designated as Moderate Risk; a background investigation may be required.
  • Must currently hold or have held an AFSS/FSS facility rating.
Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV I, FG/GS 13. Specialized experience is experience in an air traffic facility which demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the advertised position. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations.

The FAA 3330-43 (unrated) is a required form which will be used when making qualifications determination. Please do not include your SSN on this form.

Applicants must be facility rated or previously have held a facility rating in a Flight Service Station (FSS). Applicants must indicate on their application package that they have held or currently have this rating. Applicants may be deemed ineligible if this is not clearly stated in your application package.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.   • Do you currently hold or have you ever held an Automated Flight Service Station (AFSS) or Flight Service Station (FSS) facility rating issued by the Federal Aviation Administration (FAA) while employed with the FAA at a federal AFSS/FSS facility OR possess a Flight Service Station facility rating issued by an FAA-authorized issuer?

Qualification requirements must be met by the closing date of announcement.
