Job Description:

Serves as a Senior Aviation Safety Inspector (SASI) that leads the integration of production compliance into branch oversight strategies and performs systems oversight duties at aerospace organizations.

Duties

The SASI works independently and uses sound judgment to determine the best methods for cross-organizational collaboration to address oversight needs, uses safety data and risk assessment tools to target oversight resources on priority concerns, and develops standardized processes that result in consistent, data generation. In addition, the incumbent evaluates the adequacy and effectiveness of system processes and procedures to determine if the resulting outcomes are compliant, safe, and achieve design and performance assurance. The Managers provide administrative direction in terms of broadly defined missions or functions. The incumbent is involved in the planning and implementation of a full range of oversight activities at aerospace organizations.

The SASI assesses assigned aerospace organizations (both the certificate holder, as well as organization designation authorization (ODA) functions, if applicable) compliance with Title 14 Code of Federal Regulations (14 CFR) with respect to system, process, production, airworthiness, and type certification programs. Leads strategic plan development of oversight actions for audits, supervision, and inspection activities (as applicable) of assigned aerospace organizations within personnel and budget limitations. Determines team needs for risk-targeted oversight actions in terms of areas and depth, location, and frequency that will be most productive to assure adherence to the aerospace organizations delegated certification functions as applicable, safety management, and/or quality system.


The SASI works with cross-organizational groups to assure on a continuing basis that the quality systems, organization, ODA (as applicable), production facilities, and aeronautical products of assigned aerospace organizations are in compliance with FAA approvals and 14CFRs. The ASI conducts oversight and/or audits in accordance with FAA Orders 8100.15, 8120.22 Production Approval Procedures, 8120.23 Certificate Management of Production Approval Holders, and other established policies. The SASI serves as a design and manufacturing expert in the FAA Compliance Program including investigation of violations, accidents, incidents, and malfunctions/defects that may be attributable to assigned organizations.

The SASI coaches/mentors and reviews the work of lower grade inspectors, and lower/equivalent/or higher-grade employees (relative to oversight related duties) and performs other duties as assigned. The incumbent reports to the manager on performance progress, training of employees, and disciplinary problems. Makes recommendations to the manager regarding promotions, reassignments, recognition, and personnel needs. Resolves simple complaints of employees and refers others to the manager. As instructed by the manager, the SASI is authorized to direct and assign work of office personnel and may serve as an approver for actions routinely performed by the manager as permitted by policy.

The SASI applies experience and comprehensive knowledge to mentor others in risk management techniques, planning, and decision making regarding targeted oversight and management of organizational delegations and/or individual designees; certification projects (production, airworthiness, and type), safety management, and continued operational safety decisions. Incumbent applies systems thinking principles to the above responsibilities in order to achieve comprehensive, integrated solutions. The SASI integrates multiple data analysis outcomes to determine oversight needs for large/complex delegated organizations, incorporates the agency’s compliance philosophy, and leads multi-discipline teams to efficiently and effectively oversee these entities based upon risk to operation within the aviation system.

  • Selective Service Registration is required for males born after 12/31/1959.

  • Employee will report to FAA Duty location
  • This is not a remote position, duty location must be selected.
Qualifications

All applicants must meet the following requirements:

1. Not more than 2 separate incidents involving Federal Aviation Regulations violations in the last 5 years.
2. Have a valid state driver's license.
3. Be fluent in the English language.
4. Have no chemical dependencies or drug abuse that could interfere with job performance; and
5. Be a high school graduate or equivalent.

MEDICAL REQUIREMENTS:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:

1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain.
2. Have the ability to hear the conversational voice (hearing aid permitted).
3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.

Specialized Experience: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

At least one year of specialized experience, at the next lower level, includes:

- Experience in the issuance of production approvals.

- Experience directing and assigning work to technical personnel.
