Job Summary:
The Military Engines Business Acquisition Center of Excellence (BACE) team is seeking an enthusiastic and qualified team member for a Proposal Estimating Specialist. This position is in the BACE Estimating Organization which provides estimation expertise through the development of comprehensive, compliant, and timely Basis of Estimates (BOEs) which meet customer requirements and support proposal development through sweep / certification process. This team member will work with subject matter experts (SMEs) in the development of quality estimates to substantiate Pratt & Whitney’s price on its most state of the art, competitive Military Engine programs. Attention to detail and strong support during the fact finding, negotiation, sweep, and contract award process are all key elements to an effective competitive position. This role necessitates close coordination with key stakeholders including the Proposal Manager, Business Acquisition Team (BAT), Program Management Office (PMO), Program Finance Services (PFS), Pricing and Contracts.
What You Will Do:
- Lead the development of large and complex estimates by working closely with SMEs to:
1) understand the proposal strategy as determined by the Proposal Manager
2) identify and analyze applicability to similar contractual efforts for historical reference through the examination of historical SAP data
3) develop comprehensive estimation language that meets FAR compliance, department standards, internal and external customer requirements
4) validate estimation methodology for accuracy, quality, compliance, and alignment to proposal strategy - Work with SMEs to coordinate responses to customer requests for information (RFIs) on estimates and other fact-finding requests by ensuring comprehensive, accurate and on time replies to the program
- Support proposal negotiation activities; evaluate, develop, and implement solutions leading to a thorough and timely proposal submittal
- Act as the BACE Estimation point of contact in proposal reviews; manage closure of SME certification of BOEs and proposal TINA sweep process
- Collaborate with stakeholders such as the Proposal Manager, broader estimation team and programs through effective communication
- Create and update estimation procedures and standard work; identify opportunities for improvement and be a change agent for the business acquisition process (BAP)
- Demonstrate ability to consistently meet deadlines in a schedule driven environment

Qualifications You Must Have:
- Bachelors degree with 5+ years of relevant experience; or an advanced degree with 3+ years of relevant experience.
- 4+ years of experience in logistics support or program/project/proposal execution.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications You Prefer:
- A degree in engineering, logistics, finance, or business management is preferred.
- Proficiency in Microsoft Excel, Teams, SharePoint and SAP.

- Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. This means that responsibilities of the job need to be performed onsite on a regular basis.
This role is hybrid and may require onsite support in East Hartford, CT to support proposals and ROMs.
Candidates will learn more about role type and current site status throughout the recruiting process. For onsite and hybrid roles, commuting to and from the assigned site is the employee’s personal responsibility.

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
